Thinking back to my secondary school days I recall that the headmaster used to patrol the school every hour or so and anyone that had been sent out of the class for missbehaviour was despatched to his office to be caned upon his return.
If he was away then the senior male teacher would do the rounds and either cane or slipper anyone standing outside the class.
He would ask the teacher concerned what they had done and would then administer punishment.
On one occasion a friend of mine argued that he had done nothing wrong ( which was true) and refused to hold out his hand.
